The second naming is the government's own. The change was not announced as "we are again making partisan Senate appointments." It was announced, in the title of the release, as the Prime Minister who "modernises the Senate appointment process to respond to Canada's emerging challenges."reported The body describes "modifications" that expand the criteria to recruit candidates with "enhanced focus and expertise in key Canadian strategic industries, regulatory frameworks, and emerging social and economic affairs," and the four appointees are said to bring "a wealth of experience" in "technology, artificial intelligence, business, finance, health care." The Prime Minister's line: the government is "protecting the Senate and its critical role by ensuring it is comprised of the talent, expertise, and perspectives required to meet the challenges of a new era."reported

Buried one clause deep in that language of talent and modernization is the actual mechanism: the release confirms it is "removing the non-partisanship criterion for Senate appointments."reported That is the change. For roughly a decade, since the 2016 arm's-length advisory board, the rule was that appointees be non-partisan. Dropping that rule is what lets the Prime Minister's own principal secretary be appointed without the appointment being screened against it. "Modernization" is the word laid over "we have removed the rule this appointment would have failed." Expertise is real, and Pitfield does have expertise; but expertise is not the thing that changed. The thing that changed is the filter, and the filter is described as an upgrade.

Both columns describe the same appointment. Nothing on the left is false. The launder is that only the left column is said out loud, so a patronage appointment of the Prime Minister's closest aide is filed as modernization, and the decision that word would force, should a leader seat his own staff in the house of sober second thought, is never quite put.
